On the eve of the advent of Web1.0, in 1993, the Clinton administration of the United States issued the strategic plan of "national information infrastructure", vigorously building a "highway" in the information age, thus gaining the global leadership of Web1.0 and Web2.0.

After 30 years of development, the Internet is now at an important point in the evolution from Web2.0 to Web3.0. It is undoubtedly of great significance for China's future Internet infrastructure construction to strengthen the forward-looking research and strategic prediction of Web3.0.

Web3.0 respects the "individual value" of users

Web3.0 is aimed at Web1.0 and Web2.0, representing different stages of Internet development. In fact, Web1.0 is the first generation of the Internet. At this time, the Internet is mainly network media. Users visit websites and browse digital content, but they can only read and not write, and have no way to participate in content creation.

"People need to interact and communicate with others, while Web1.0 is static, so Web2.0 was born, that is, the interactive Internet, whose main applications are social networks and e-commerce." Li Keqiu, professor of the Department of Intelligent Computing at Tianjin University, said that the role of the network platform was to provide an infrastructure, and most of the data content was created by users, such as Taobao WeChat, etc.

Web 2.0 allows people to create all kinds of content freely. However, when creating and operating these contents, people must rely on a certain platform or media. Although the platform only provides one channel, all transaction records, chat records, etc. belong to the platform, and the actual creators of these contents cannot enjoy the relevant rights and interests.

At this point, someone will think that the ownership of my transaction and chat data should only belong to me. Why can the platform also own it.

In 2014, Gavin Wood, the co-founder of Ethereum and the founder of Polka Dot, publicly proposed the concept of Web3.0 for the first time.

The most special thing about Web3.0 is that the digital content, ownership and control rights created by users belong to users, and the value created by users can be allocated by signing agreements with others at their own choice.

In this case, digital content is not only simple data, but also the digital assets of its users, which should be guaranteed at the asset level. This is Web3.0, an automated and intelligent new Internet world.

The Internet is user centered. With the development of technology and the Internet environment, the next generation of the Internet is bound to break the situation that Internet giants "kidnap" users.

Web3.0 innovation and development strategy

Web3.0 is expected to significantly improve the existing Internet ecosystem, effectively solve the problems of monopoly, lack of privacy protection, and evil algorithms in the era of Web2.0, make the Internet more open, inclusive, and secure, and develop toward a higher level of trusted Internet, value Internet, intelligent Internet, and holographic Internet.

As a public infrastructure, the construction of Web3.0 not only needs to be standardized and guided by public innovation and competition, but also needs to be standardized and guided by the national top-level design and the governance framework of combining justice with mercy.

First, build high-quality distributed infrastructure. Many people in the industry call Web3.0 "the Cambrian innovation explosion". However, many technical elements and infrastructure are still imperfect, such as development tools, technical standards, business models, distributed identity management, etc.

It is suggested to increase investment in research and development and industrial layout of chip, cryptography, Internet of Things and other related technologies, and build a new data infrastructure with clear ownership, clear responsibilities, safe and controllable, and efficient use.

Second, promote technological innovation with good governance. Through the innovation pilot mechanism, provide "safe" innovation space for new programmable finance and programmable economy, and reduce innovation costs and policy risks.

In the pilot process, we will constantly improve and improve the regulatory focus, tools, means, rules and institutional arrangements to achieve the balance between innovation and safety. Explore and build a new regulatory framework with users as the entry point, builders as the core, and smart contracts as the focus, and strengthen anti money laundering and anti-terrorism financing.

Strengthen Web3.0 network governance, safeguard national digital sovereignty, and avoid the distributed network becoming the "heaven" of hidden network, illegal transaction network, and money laundering.

Third, establish common standards to enhance interoperability. TCP/IP, HTTP, SMTP, TLS/SSL, as the standard protocols of Web2.0, are the foundation of the current Internet open collaboration. Similarly, Web3.0 also needs to establish a common standard to prevent distributed networks from becoming new islands.

The government should provide support for the formulation of standards and play an active role in the formulation of industrial, national and international standards.

Fourth, establish clear and fair tax rules. Strengthen the theoretical research and practical exploration of digital tax, closely follow the progress of international reform of digital tax, actively participate in the formulation of international tax rules, and establish a standardized, fair, scientific and reasonable digital tax system based on the actual development of China's digital economy.

Fifth, establish a legal framework for DAO. DAO is an unorganized "organization" and a new economic cooperation mechanism of Web3.0.

It is suggested to establish a clear legal framework for DAOs at the national level to enable them to perform the same legal obligations and rights as ordinary enterprises, such as declaration, tax payment, opening bank accounts, signing legal agreements, etc., so as to fully expand the space for compliance and innovation in the distributed economy.

At present, the connotation and extension of the concept of Web3.0 are still being enriched and expanded, which is a dynamic evolution process. How to follow up in a timely manner, identify the direction, compete in an orderly manner, and lead innovation requires the industry, academia, and regulatory authorities to pool their wisdom and jointly promote.
