Qinhuai District "one network unified management" command and dispatching system is a monitoring platform responsible for the daily operation analysis of the whole district, a comprehensive command and dispatching platform for emergency status or major guarantee, a hub for the acceptance, convergence, diversion, supervision and assessment of various livelihood demands, and a carrier for the integration, sharing and application analysis of urban governance data.
The system focuses on building 10 thematic modules, six types of analysis alarm models, six application scenarios and three basic support services of video intelligent analysis, integrated communication and work order circulation, building a collaborative command system covering areas, streets, communities, grid members and other areas, and providing two types of convenient operations on PC and mobile terminals.
Among them, the thematic module includes the theme of party building guidance, public security, smart water, livelihood security, grid governance, ecological environmental protection, administrative approval, comprehensive law enforcement, command and dispatching, etc.
At the same time, based on the actual situation of Qinhuai District, four application scenarios will be focused on, namely, the digital governance scenario of city level high-rise buildings, the digital management scenario of city level Laomen East historical and cultural street, the supervision platform of existing building decoration projects, and the application scenario of epidemic prevention and control.
On the whole, the system creates a district level "command shelter" with complete functions and strong decision-making for district leaders, and creates a simple and responsive "Qinhuai Urban Transport" app for grass-roots personnel. In addition, by integrating all district government officials, grid personnel and urban management team members into the command system, the functions of real-time personnel scheduling, video calling, track positioning, event reporting, etc. are realized to ensure that events can be accessed, resources can be scheduled, disposal can be tracked, and results can be closed loop.
