Not everyone is ready to make major changes to the workflow. For all the benefits of block themes, they provide a completely different experience for developers. Building them and interacting with them requires adjustment.
At the same time, classic themes have been the main content of WordPress development for many years. The community is comfortable and familiar with the way things work. They are well documented. If they continue to work effectively, what is the motivation for change?
The unique features of block themes are not necessarily suitable for every project. At the same time, the above flexibility brings us back to the classic theme.
A few years later, this may be a different story. By then, block themes may have improved so much that they are considered a must - use technique.
