In order to encourage all units in our city to cooperate with the Chinese Academy of Sciences and the Chinese Academy of Engineering, improve our city's independent innovation ability and transformation level of scientific and technological achievements, accelerate the gathering of high-end scientific research talents in construction, and further provide intellectual support for the five-year action of "strengthening the provincial capital", according to the Administrative Measures of Guiyang Academician Workstation (Trial), Guiyang Science and Technology Bureau organized the application for the establishment of Guiyang Academician Workstation in 2021.
The construction unit applying for the establishment of the academician workstation must meet the following conditions at the same time: First, the city has independent legal personality, good industrial development trend, and good operating conditions of enterprises and institutions, of which the enterprise carrier includes the central enterprises under construction and provincial enterprises that have made economic contributions to Guiyang. Second, it has strong research and development ability, has established a special research and development organization, and has a scientific research talent team with high technical level and reasonable structure; The R&D investment of the supporting unit for the establishment of the enterprise station last year is not lower than the recognition standard for high-tech enterprises. Third, establish a long-term and stable cooperation relationship with one or more academicians in relevant fields (signing a cooperation agreement for three years or more). The two sides have clear cooperation goals, rights and obligations, ownership and benefit distribution of intellectual property rights, and detailed cooperation plans in innovation capacity building, cooperation project implementation, achievement transformation, talent cultivation, independent intellectual property creation, etc Substantive R&D projects or achievements transformation tasks. Fourth, the academician workstation is equipped with full-time staff, with stable financial support and special office space, and is capable of providing necessary scientific research, living conditions and logistical support for academicians and their teams to carry out their work. Fifth, those units that have built innovation platforms such as engineering (technology) research centers, key laboratories, engineering laboratories, and enterprise technology centers, and have achieved certain results in talent team building, scientific and technological innovation, and intellectual property work, and have good reputation, can give priority support to the construction of stations under the same conditions.
The academician workstation shall meet the following conditions: First, according to the Opinions on Further Promoting the Spirit of Scientists and Strengthening the Construction of Style and Style of Study (ZBF [2019] No. 35), each non retired academician shall not be employed with more than one academician workstation, and retired academicians shall not be employed with more than three academician workstations, The employed academicians shall work full-time at each workstation for no less than 3 months every year. It can be regarded as working time if the task of building a station can be completed through remote online office. Second, the academicians of the proposed station have at least one major technical achievement in construction, transformation and application within three years of operation, which can promote the transformation and upgrading of the industry or drive a new industry (business type).
According to the staff of Guiyang Science and Technology Bureau, the effective management period of the newly recognized municipal academician workstation is three years. During the management period, a special fund of 1 million yuan will be given to each academician workstation. After the 3-year management period expires, an acceptance assessment will be carried out. If the acceptance result is excellent, a one-time subsidy of 500000 yuan will be given. The provincial academician workstation newly recognized by the Provincial Science and Technology Department will be subsidized according to the same standard as the municipal academician workstation.
