The 53rd meeting of the Standing Committee of the United Nations Convention on the Protection of Migratory Species of Wild Animals (StC53) was held in Bonn, Germany, from October 19 to 20, 2022.

1. The 13th Conference of the Parties (COP13) held in Gandhinagar, India, in March 2020 reaffirmed the importance of strengthening cooperation between IPBES and CMS through the Intergovernmental Science Policy Platform for Biodiversity and Ecosystem Services (IPBES) Resolution 10.8 (revised COP13). Instruct the Secretariat to maintain a cooperative working relationship with IPBES and attend its meetings as appropriate.

2. CMS Decision 13.12-13 on cooperation between IPBES and CMS, COP13 further defined the authorization of the Science Council and the Secretariat to participate in relevant IPBES processes:

13.12 To the Science Council

When resources are available, the Science Council is required to participate in the scope determination process and review of the IPBES thematic evaluation draft adopted at the plenary meeting of IPBES-7, so as to ensure the integration of connectivity elements.

13.13 To the Secretariat

Requests the Secretariat to: a) support the Scientific Council in participating in the relevant scoping process of the new IPBES thematic assessment adopted at the IPBES-7 plenary meeting; b) Promote the 2022 IPBES-9 plenary meeting to incorporate connectivity assessment into the IPBES rolling work plan; c) Report the implementation progress of this decision to StC52 and COP14. The Scientific Council and the Secretariat are involved in the relevant IPBES processes, including thematic assessments.

3. The secretariat supports the members of the Science Council to participate in the external review of the draft evaluation of relevant themes and methods and other IPBES achievements by regularly monitoring IPBES and providing opportunities to provide input to the members of the Science Council. The secretariat has also made efforts to promote the participation of CMS experts in the working group set up to define and draft assessments of particular relevance to CMS, although these efforts have not been successful so far.

4. The President of the CMS Science Council is the permanent observer of the IPBES Multidisciplinary Expert Group (MEP) and is invited to participate in all its meetings. When the chairman is unable to attend, the secretariat can be accepted to replace him. Since COP13, three meetings have been held: the first meeting was attended by the Secretariat because the chairman had not been elected at that time; The second and third meetings were attended by the President. The main comments solicited from the observers were reports on the review of IPBES deliverables by various organizations.

5. The 5th meeting of the Sessional Committee of the Science Council (ScC-SC5, online from June 28 to July 9, 2021) reviewed its cooperation with IPBES, and agreed to continue its cooperation with IPBES at a similar level in recent years (see ScC-SC5/Doc. 4.1 document and meeting report for details).

6. With regard to the specific tasks of decision 13.12 and 13.13a), the connectivity committee and secretariat staff appointed by the CMS Conference of the Parties contributed to the thematic assessment of the interlinkages between biodiversity, water, food and health (Nexus assessment) and the scoping process of the thematic assessment of the root causes of biodiversity loss. Determinants of transformational change and options for achieving the 2050 biodiversity vision (transformational change assessment), through active participation in online meetings aimed at seeking input into the scoping process, and through participation in the external review of the draft report on the scoping of these two assessments. The Secretariat also submitted a proposal to request the connectivity committee appointed by the CMS Conference of the Parties to become a part of the working group, responsible for drafting the scope report of Nexus assessment, but he was not elected as a member of the working group.

7. The report on the scope of Nexus assessment and variability change assessment was finalized and adopted at the 8th IPBES meeting (June 2021). The first authors' meeting of these two assessments will be held in May 2022. It is planned to conduct the first external review of these two assessment chapters in early 2023.

8. The secretariat participated in two external reviews of the Assessment Report on the Sustainable Use of Wild Species and provided written comments on the draft submitted for review. The evaluation summary submitted to policy makers was finalized and approved by the IPBES-9 plenary meeting. The Secretariat, through a press release on the CMS website, draws the attention of Parties and stakeholders to the final version of the assessment and some of its CMS related content. At the time of writing this report, the Secretariat was evaluating the relevance of the comprehensive evaluation to CMS. It seems limited to accept the opinions provided by CMS. IPBES-9 also finalized and approved the Natural Diversity Value and Valuation Assessment Report SPM, and the secretariat is also evaluating its relevance to CMS.

Promote the 2022 IPBES-9 plenary meeting to incorporate connectivity assessment into the IPBES rolling work plan

9. The 7th IPBES Plenary Meeting (IPBES-7) in 2019 received a number of requests, inputs and suggestions on the thematic evaluation of connectivity. CMS and its agreement and the World Cultural and Natural Heritage Convention (WHC) jointly submitted an assessment request on connectivity protection. The United Nations Convention to Combat Desertification has put forward a supplementary proposal.

10. When prioritizing the new assessment requests received as part of the second rolling work programme, IPBES-7 decided to defer consideration of the IPBES-9 connectivity assessment to be held from 3 to 9 July 2022 (decision 7.1, paragraph 8).

11. The pre session document IPBES-9 on the additional content of the rolling work programme of the 2030 Platform suggests that the plenary should consider postponing the consideration of the assessment to the tenth session (IPBES-10), and consider the request for the second global assessment of biodiversity and ecosystem services and any further requests that may be received at that time Inputs and suggestions (IPBES/9/12 request, input and suggestions on other contents of the rolling work programme of the Platform by 2030).

12. Through Notice No. 2022/009, "IPBES-9: Connectivity Assessment", the Secretariat provided CMS Parties and stakeholders with information about the upcoming IPBES-9 meeting. The notice encourages the CMS Coordination Center to keep in touch with the corresponding departments of intellectual property standards to ensure that IPBES9 properly considers the need to develop connectivity assessment in a timely manner. The report also contains additional content related to the interconnection theme assessment to supplement the content contained in the IPBES/9/12 document, and proposes alternative action suggestions for consideration by IPBES-9, that is, the interconnection assessment will be carried out as a rapid assessment, with only one review period, and based on the preliminary scope report prepared by MEP.

13. The CMS Secretariat, together with the UNCCD Secretariat and the World Heritage Center, submitted a document for consideration by IPBES-9, with the aim of supplementing the information contained in document IPBES/9/12. This document is listed in IPBES-9 as information document IPBES/9/INF/27.

14. During the IPBES-9 meeting, the secretariat, together with the UNCCD secretariat, organized and hosted an informal event in its office with the participation of the United Nations Environment Programme World Conservation Commission, the World Conservation Union Connectivity Protection Expert Group and the World Wide Fund for Nature, It aims to promote the assessment of connectivity with interested IPBES members and stakeholders.

15. At the IPBES-9 meeting, under the relevant agenda item (item 10 "Requests, inputs and suggestions for additional content of the platform's rolling work programme by 2030"), the CMS Executive Secretary, on behalf of the CMS Secretariat, the UNCCD Secretariat and the World Heritage Center, issued a joint statement on connectivity assessment to support its inclusion in the IPBES-9 rolling work programme. During the discussion of the project, many IPBES members expressed support for the assessment of connectivity, while others said that no decision should be made before IPBES-10 and that such assessment could be considered together with other priorities at that time.

16. After further negotiation, the parties agreed to conduct a preliminary assessment of ecological connectivity before IPBES-10. The relevant part of decision IPBES-9/1 on the implementation of the rolling work programme of the intergovernmental science policy platform on biodiversity and ecosystem services by 2030 is copied as follows:

Requests the multidisciplinary expert group and the presidium, based on the input of relevant multilateral environmental agreements and other organizations, and taking into account the draft elements related to the connectivity thematic assessment outlined in Annex III of IPBES/9/12, to prepare the preliminary scope, form the basis for the rapid assessment of ecological connectivity, and the results of CBD COP15, for consideration at the tenth plenary session;

17. The 19th meeting of the IPBES Presidium and the Multidisciplinary Expert Group (MEP), to be held in Bonn, Germany, from September 27 to 29, 2022, is expected to consider the preliminary scope for preparing the rapid assessment of ecological connectivity in accordance with decision IPBES-9/1. The secretariat is exploring how the Chair of the CMS Science Council and the secretariat can contribute to this discussion.

Recommended actions

18. Recommends that the Standing Committee:

a) Take note of the report;

b) Provide any guidance to the Secretariat to further participate in IPBES and promote the inclusion of connectivity assessment in the IPBES rolling work programme.
