On January 10, the People's Congress of Jiangyang District of Luzhou City and the District Government jointly carried out the training on the regulations of the Regulations of Luzhou City on the Classified Management of Domestic Garbage (referred to as the Regulations), and invited Lei Zhengyun, the chairman of the Legislative Affairs Committee of the People's Congress of Luzhou City, to give lectures on the spot to guide the comprehensive and systematic understanding of the contents and legal functions and responsibilities of the Regulations, and deeply understand the specific specifications of the Regulations, Quickly set off the upsurge of implementing the Regulations in Jiangyang District, and promote the classification of domestic waste in Jiangyang District to take the lead in the city according to law. The leading group office for high-quality promotion of domestic waste classification in Jiangyang District, the people's congress system of the whole district, and responsible units of all departments, towns, parks, and communities covered about 300 participants.
The classification of domestic waste is related to the city image, social civilization, healthy living environment and low-carbon society construction. In 2022, the Standing Committee of Luzhou Municipal People's Congress issued the Regulations on Classified Management of Domestic Waste in Luzhou, which was adopted at the fifth meeting of the Standing Committee of the Ninth Luzhou Municipal People's Congress on August 31, 2022, and approved at the 37th meeting of the Standing Committee of the 13th Sichuan Provincial People's Congress on September 30, 2022. The Regulations will come into force on January 1, 2023. The promulgation and implementation of the Regulations has provided a strong legal guarantee for the classification of domestic waste in Luzhou City.
The regulation training closely combined with the actual situation of Luzhou, from the background of garbage classification and the issuance of the Regulations, the main system design of the Regulations, and the key and difficult problems of the Regulations in practice, the Regulations were systematically and comprehensively explained in simple terms, which is very clear and detailed, and has a strong guiding significance for the promotion of work.
The Standing Committee of Jiangyang District People's Congress improved its political position, organized cadres of the whole district people's congress system to participate in training, and first learned the Regulations of Luzhou City on the Classified Management of Domestic Garbage, so that all staff could learn well, learn the law first, lead the way, learn deeply, and learn carefully; Achieve good publicity and popularization, strive to be the propagandist, advocate and participant of household waste classification, and actively create a good social atmosphere of low-carbon and environmental protection; We should take the lead in the practice, lead by example in the practice of household waste classification, and actively mobilize deputies to the National People's Congress and Party members and cadres to start from their own, their families, and their communities to actively participate in the practice of consciously forming a good habit of waste classification; To achieve good supervision in accordance with the law, the NPC system of the whole district has incorporated the promotion and implementation of the Regulations into the agenda of the Standing Committee (NPC Working Committee, Presidium), representative work, and representative group activities, laying a solid foundation for the future research, centralized inspection, law enforcement inspection and other legal supervision work, and boosting the domestic waste classification work in Jiangyang District to focus on detail.
On the same day, a meeting on the classification of domestic waste in Jiangyang District was also held. At the meeting, the situation of domestic waste classification in Jiangyang District in 2022 was reported, and the next step of work was arranged.
