From April when the construction of 5G base stations lagged behind the chronological progress to catching up, to the end of September when the goal of building stations for the whole year was completed three months ahead of schedule, the construction of Fujian 5G base stations ran out of "acceleration". At present, Fujian Province has built a total of 71000 5G base stations, ranking 11th in the country in terms of the scale of stations built, up 3 places from the end of last year. In terms of the number of base stations per capita, the number of 5G base stations per 10000 people in the province reached 16.9, higher than the national average of 1.2, ranking 8th in the country, up 4 places from the end of last year.
The difficulties of 5G network construction in access, approval, site selection, high electricity price and high field rent are the key problems of 5G network construction. Fujian Provincial Communications Administration innovated its thinking, relied on the policies of the provincial party committee and the provincial government to do practical things for the people, and took many measures to solve the construction problems: under the care and support of the leaders of the provincial party committee and the provincial government, the Provincial Development and Reform Commission reported to the provincial government to put forward eight suggestions and measures to promote the opening of public resources, reduce the cost of electricity, strengthen the protection of facilities, and increase the demonstration applications, and strive to build a good "digital Fujian" Develop the base, further help 5G network construction units to do a good job in site selection, mobilization, synchronous construction and other work, promote the docking of 1199 key projects in the province to carry out 5G construction needs, accounting for 92% of the total number of projects, and solve the "intestinal obstruction" of 5G development at one fell swoop.
In addition, Fujian sorted out all kinds of list issues such as 5G's "three difficulties and two highs", and cooperated with the provincial government supervision office, the National Development and Reform Commission, key offices, local and municipal governments and power companies to promote the accurate establishment of a "direct train" of policy services such as 5G rent, power supply, construction, and capital across departments. At the same time, it took the lead in sorting out the "toolbox" of Fujian's 5G support policies, organized the industry to report to the Ministry of Industry and Information Technology and enterprise groups for many times on Fujian's demand for station construction, and actively strived for national resource preference and policy support. By issuing annual 5G investment plans in batches, it is clear that cities with better policy support will be given appropriate investment preferences, and promote the formation of a good atmosphere of "you surpass me and catch up with me" in cities. At the same time, the leading group of the Provincial Communications Administration took the initiative to come to the local and municipal governments to coordinate and strive for 5G supporting policies, and promoted Xiamen to print and distribute the Work Plan for Xiamen to Create and Evaluate a "Gigabit City". The local and municipal financial support was 36.8 million yuan to support the construction of a gigabit city; The Sanming Municipal Government was urged to issue four supporting documents related to base station construction and facility compensation, and press the "sprint key" for 5G base station construction.
